Transition

Coal-to-nuclear conversion.

Transition converts coal sites into nuclear plants: it reuses the land, grid connection, turbines and workforce of a retiring coal plant, replacing the boiler with a Zeklar reactor. The program turns a closing liability into clean, firm capacity.

02The problem

Retiring coal leaves a hole

Every coal plant that closes takes with it the grid connection, the jobs and the tax base of an entire community, and renewables rarely replace them on the same spot. A reactor that reuses the existing site keeps the connection, the turbines and the skills, but it requires managing remediation, workforce reskilling and fresh licensing on the same ground, in sequence.

03What it does04
01

FORGE site retrofit

FORGE reactor sized to couple to the coal plant's existing turbines and grid connection. The thermal cycle reuses as much of the installed plant as possible.

02

TERRA site suitability

TERRA assesses the coal site for seismicity, contamination and constraints, defining what is reused and what is remediated. The conversion decision starts from ground data, not assumptions.

03

AEGIS conversion licensing

AEGIS manages the new nuclear license in parallel with coal shutdown and remediation, holding a single site timeline. The handover from boiler to reactor happens without giving up the grid connection.

04

CADENCE conversion build

CADENCE plans the conversion build, sequencing decommissioning, remediation and reactor installation on the same ground. The coal workforce is reskilled and absorbed into the new phases.

04How it works04 STEPS
01

Site assessment

With TERRA we assess the coal site and decide what to reuse, what to remediate and which reactor size to install.

02

Parallel licensing

We take the new nuclear license in parallel with coal decommissioning on a single AEGIS timeline.

03

Conversion

CADENCE sequences remediation and reactor installation, coupling it to the existing turbines and connection.

04

Clean restart

We restart the site as a nuclear plant, with the workforce reskilled and the community keeping its jobs and tax base.

05Deployment

Assessment and parallel licensing

TERRA assesses the coal site for seismicity, contamination and constraints and defines what is reused; AEGIS takes the new nuclear license in parallel with coal decommissioning on a single timeline.

Sequenced conversion

CADENCE sequences decommissioning, remediation and reactor installation on the same ground, coupling FORGE to the existing turbines and grid connection without giving them up.

Restart with reskilled workforce

Restart of the site as a nuclear plant with over 70% of the coal workforce reskilled and absorbed into the new phases, so the community keeps its jobs and tax base.

06Security & compliance

Site suitability on ground data

TERRA verifies the coal site's seismicity, contamination and constraints before conversion, so the decision starts from real ground data and not from assumptions about reusing the existing infrastructure.

Remediation before installation

CADENCE sequences remediation and reactor installation to the site's environmental remediation standards, so the coal ground is made safe before nuclear work begins.

Conversion licensing on one timeline

AEGIS manages the new nuclear license in parallel with coal shutdown with the national nuclear safety authority, holding a single site timeline without giving up the grid connection.

08FAQ

What of a coal plant is actually reused?

The grid connection, the turbines, the thermal cycle and much of the workforce. The FORGE reactor is sized to couple to the existing turbines and connection, replacing the boiler: TERRA defines site by site what is reused and what is remediated.

What happens to the coal workers?

Over 70% of the workforce is reskilled and absorbed into the new phases of the conversion build. The program taps just-transition and EU funds precisely to preserve the community's jobs and tax base that a coal closure would otherwise put at risk.

Is the grid connection lost during conversion?

No. AEGIS holds a single site timeline and the handover from boiler to reactor happens without giving up the grid connection, one of the most valuable and hard-to-obtain assets of an existing plant.

How is coal-site contamination handled?

TERRA assesses it upfront to decide what to remediate, and CADENCE sequences remediation before reactor installation to the site's environmental standards. The conversion decision starts from verified ground data, not assumptions.
